The Quebec and Federal governments share jurisdiction with respect to immigration to Quebec. The Canada-Quebec Accord gives Quebec the right to approve immigration applicants using its own selection criteria; while the Federal government retains jurisdiction over medical and security requirements.

The Quebec Selection Criteria is quite different from the Federal criteria, as Quebec places more emphasis on education, employment and as well as the qualifications of a spouse.

Education	The Province of Quebec has a list of “Favored Training” in which 4 additional points are awarded for applicants whose education is indicated on this list
Employment	Points are awarded if an applicant is employed in a field that is in high demand
Qualifications of Spouse	The Province of Quebec places a high emphasis on the qualification of the spouse. Up to 17 additional points can be awarded in regard to the qualifications of the spouse. Moreover, points are also awarded for the number of children a couple may have.

The pass mark for the Quebec Criteria is therefore dependent on the applicant’s civil status. If the applicant is married, the pass mark is 68 points and if the applicant is single the pass mark is 60 points.
